remote network ip class should differrent from dd-wrt ip.
first disable chillispot , then run dhcp and check your can surf internet.
after that run chillispot
chillispot will not run if ddwrt can not surf internet
check your ip, dns on iphone then test it.
after that show your error
try to use tranparent proxy on iptables

what lease time on your chilli.conf
check your dns . it may use gateway of your 192.168.1.22.
show your iptables please. and please use dns1 and dns2 as the dns of eth0.

Did you open port at chilli server to accept coa from freeradius?
just enable to accept udp 3779 for coa.

add static to your host and add nat to your iptables.
it may route it to internet but may not secure..
you can write on php to check user.
but now you set on dd-wrt, i never know what router can run freeradius+mysql.

1. chilli send username password to radius port 1812,1813
2. radius authen and send accept-request to chilli
